The National Committee for Monitoring and Evaluation shall perform the following functions within the scope of its mandate specified in Article 20, Section 5, Clause 5 of the Law on the Government of Mongolia. These include: • Provide support for the development of proposals for improving the legislation and legal environment related to monitoring the activities of ministries, government agencies, aimags, and capital city governors, their officials, state-funded enterprises, and state and local-owned legal entities, and provide oversight; • Ensure the coordination of monitoring activities implemented by the monitoring organizations specified in Article 5.1 of the Law on State Monitoring and Evaluation, approve a unified plan for planned monitoring and supervision, and monitor their implementation; • Develop proposals for improving the legal environment for sectoral monitoring and supervision and present them to the Government; • Organize the work of monitoring the implementation of the monitoring and evaluation policy and related projects, programs, plans, and decisions of the National Committee; • Ensure the participation of the public, civil society organizations, the private sector, and citizens in monitoring and evaluation development activities; • Liaise with international evaluation organizations, analyze their findings and recommendations, and organize implementation.
