

The Prime Minister of Mongolia L. Oyun-Erdene presented the project of the Government's 2024-2028 action program to the Parliament today.

Since the transition to a democratic parliamentary system, we Mongolians have held the ninth National Assembly election in a mixed system based on the principle of not losing the votes of the voters, and for the first time, 126 members were elected from proportional and regional constituencies.
For the first time, representatives of five parties got seats in parliament, and the percentage of women reached 25 percent, exceeding the regional average. The results of the study show that the election of representatives of disabled citizens, academics, experts, and citizens living abroad to the legislative body has started a new 30 years in terms of political culture and created new expectations in the society to solve the problems of development quickly.
Respecting this society's expectations, as the Prime Minister, he proposed to the Democratic Party and the People's Party, which jointly decided on a mixed election system, to form the government together, and to reflect the salient points of other parties' programs in the government's action program, and endeavored to respect all the votes of the voters.

The three parties signed the "COURAGE FOR RAPID DEVELOPMENT" agreement and submitted the Government's 2024-2028 action program to the National Assembly.
This entire program can be considered to be aimed at speedily solving development problems and unraveling the knots of projects that have been stuck in politics for many years by combining the special provisions of the "Vision-2050" Mongolia's long-term policy, the New Revival Policy, and the parties' platform.
Global economic growth is expected to remain around 3.2 percent in 2024 and 3.3 percent in 2025. However, the economy in our region grew by 5.1 percent in 2023, and slowed down to 4.8 percent in 2024. As for Mongolia, if the economy can grow at an average of 5-8 percent, we can fully implement this program with joint efforts.
It should not be forgotten that international researchers are warning in advance of the risk that the above projections may change, such as trade wars caused by difficult geopolitical situations, financial sanctions, and natural disasters caused by climate change.
It is also significant that the Government's program for the next four years coincides with the period of rapid development of artificial intelligence, which is changing the way of life of mankind at the scale of the fifth industrial revolution. In short, predicting how the positive and negative impacts beyond our imagination will affect the socio-economic life of our region and country is a great challenge and opportunity.
From the first industrial revolution, when the steam engine was created and mechanized technology was introduced to move heavy goods at high speed, replacing manual work, to the second industrial revolution, when the internal combustion engine was introduced, cars, airplanes, and energy consumption were introduced, and mass production developed. It took only about 30 years from the third industrial revolution, which introduced calculating electronic machines or computers, and digital technology, to the fourth revolution, which transitioned to the Internet and smart technologies.
With the rapid development of science and technology and the development time based on AI artificial intelligence, we should be ready to face the fifth and even the sixth industrial revolution.
Also, coal, which is the main export product of our country, has less than 10 years left in its useful life, so we must take bold steps towards economic diversification. That is why the government is presenting a program with 577 sets of activities in four years, four groups, four main areas, four goals, and not chasing development.
The implementation of this program will require investment resources of about 120 billion MNT. Only 12.3 percent of this amount can be financed from the state budget. That's why the basic idea of this program can be considered to be developed to use the state budget funds as a wheel to multiply, encourage and activate the private sector, and improve the investment legal environment to the international level.
