As the administrative unit began to function independently, the 420-odd khoroo administration of Baruun-Urt city was renamed Baruun-Urt city by the Decree No. 124 of the Presidium of the People's Great Khural of June 4, 1965, and its powers and duties were expanded to the People's Deputies' Khuril of the city. It operated in this structure until 1992. Soon after, by the Government's Resolution No. 264 of 1996, the office of the city mayor was abolished, and 2-3 full-time employees were appointed to perform the duties of the city mayor under the jurisdiction of the Governor of the soum and the Office of the Mayor.
