State Inspector of Directional and Cultural Control of the Branch Control Department

Purpose and function

The Branch Inspection Office will carry out the following functions. It includes:

  • Defining risk-based inspection policies for the cultural sector, developing operational strategies, implementing goals and objectives, providing unified management and organization of inspections;
  • Establishing the criteria and indicators for including the objects of inspection in the sector in the risk classification, planning the inspection based on the risk assessment and classification, announcing the objects to be inspected to the public, developing and approving unified guidelines, coordinating with inspections in other sectors, organizing professional and methodological coordination, enforcement and reporting;
  • Manage and organize activities to monitor the implementation of industry laws, normative documents, technical regulations, and standards within the framework of the risk classification of objects and inspection categories specified in the law, ensure and coordinate implementation, and give evaluations through checklists, expertise and methods provide administrative management;
  • Analyze the state of implementation of laws, normative documents, technical regulations, and standards, and present proposals for improvement to management, make decisions, and provide information;
  • Developing, approving, updating, improving rules, procedures, instructions, methods, and checklists related to conducting inspections, providing recommendations, and providing unified management;
  • Implementation of the Law on Violation and Investigation and Resolution of Violations;
  • Maintain, create and enrich inspection registers, electronic information systems, general funds, evaluate performance results, analyze performance, implement risk reduction measures, provide management with information;
  • Providing necessary information to the Government, other ministries, and relevant organizations about the policy and implementation of the industry control;
  • Ensuring the implementation of industry laws and normative documents for the conditions and quality of work performance for joint archeology and paleontology research projects with foreign countries;
  • Conducting inspections of the state census of historical and cultural movable monuments and drawing conclusions on the commission's report;
  • Ensuring the implementation of laws, administrative normative acts, technical regulations, norms, and normative documents for the transportation of physical cultural heritage and the activities of exhibiting abroad, ensuring quality and safety;
  • To provide professional and methodological guidance to primary units and state/senior/ inspectors in the localities where inspections will be carried out;
  • Collaborating with other units to resolve the issue of granting the rights of state / chief inspectors, retraining and qualification of state inspectors, ensuring their working conditions and social security;
  • Investigate and resolve complaints related to industry inspections submitted by individuals and legal entities, investigate the causes and conditions of complaints, requests, and problems related to the implementation of industry laws, provide professional opinions, and organize work to make decisions;
  • Performs other functions specified in the legislation on state inspection.
