• organizing budget planning based on programs and results, providing professional methodological support;
• allocation, financing and reporting of the state budget, foreign loans, aid investments and current budget expenditures approved in the portfolio of the minister of construction and urban development;
• efficient spending and reporting of current budget resources of the ministry's central apparatus according to the approved budget;
• inventorying the assets of the ministry on a half-yearly and full-year basis, monitoring and reporting on the use, preservation, and protection of state property;
• preparing consolidated financial statements of the budget portfolio for half and full years, having them audited by the National Audit Office, and organizing reporting;
• review and confirm the daily transactions of the state treasury of the sector and issue related news reports;
• Ensuring the implementation of the law on bank accounts, uploading financial news and information on the website and informing citizens transparently.

SUPERVISION-ANALYSIS, EVALUATION AND INTERNAL AUDIT DEPARTMENT
• Monitoring and analyzing the implementation of laws, policies, programs, plans, and projects within the scope of construction, urban development, land relations, housing, public utilities, and industry supervision, making integrated reports, and evaluating the results;
• "Vision-2050" Mongolia's long-term development policy, Mongolia's five-year development direction for 2021-2025, Mongolian Government's action program, Mongolia's annual development plan, green development policy, sustainable development concept, construction , monitor and evaluate the progress and results of the implementation of goals and measures included in the scope of the issues under the responsibility of the Minister of Urban Development, and make a unified report;
• monitor and evaluate the process and results of the implementation of laws, presidential decrees, government decisions, and orders of the Minister and Secretary of State, and provide relevant suggestions and recommendations;
• monitoring and providing recommendations on the implementation of the implementation plan of the direct budget manager/Secretary of State/, heads of affiliated agencies and organizations approved by the budget portfolio governor;
• reports on the implementation of the monthly, quarterly and semi-annual plans of the internal structural units of the Ministry, monitoring the level reached, making integrated reports, giving evaluations, conclusions and recommendations;
• monitoring the implementation of projects and measures implemented by the state budget, foreign loans, and grants within the scope of the Minister of Construction and Urban Development's responsibility, preparing a unified report, and evaluating the results;
• monitoring, evaluation, and internal audit of the results of activities of agencies and organizations under the Ministry's responsibility;
• creation and maintenance of basic research, statistics, database of the industry, development of information technology, implementation of digitization functions;
• to deliver monthly, quarterly, half-yearly and full-year reports of the sector, legislation, ministry, monitoring and evaluation results to relevant organizations within a specified period, and upload them to the unified state database;
• providing the management and structural units of the Ministry with recommendations and information on the results of the sector's activities.
