OUR PURPOSE
2.1 Core of the strategic operation
The core of the strategic operation of the Cabinet Secretariat is based on Millennium Development Goals of Mongolia, and it directs to deliver high professional analyze and expedient plan toward to make policy, analyze on administration policy and coordination to comprehensive national development policy, strategy of Government, top priority, action plan of the Government, Economy of Mongolia, Guideline to develop social civilization, as well as in the frame of action plans of Prime Minister of Mongolia, Ministers of Mongolia, and Chief Cabinet Secretary on their strategic policy.
2.2. Priority areas of the activities:
The Cabinet Secretariat has the following priority areas of the activities:
2.2.1. Provide advice and support to the Cabinet in defining and implementing the Government’s domestic and foreign policies;
2.2.2 Provide advice and support to the Prime Minister and the Cabinet in implementing the Government’s action plan, priorities, goals, and functions, and formulating policies and resolutions, and organize the implementation of decisions made at Cabinet meetings;
2.2.3. Chief Cabinet Secretary’s operational framework is the Government decisions’ implementation, Government internal information, relationships between the Government and the President and the State Great Hural, formulation and planning of state development policy, definition of economic priority areas and sectors, public administration and civil service human resource management, re-training of the civil service human resources, and provision of the methodological advice and support on those areas;
2.2.4. Direct the activities of the central public administration organizations, agencies, and local administration organizations in implementing the Government’s action plan and priorities, provide guidance and coordination, monitor and evaluate the policy implementation, control and inspect the implementation of the Government’s decisions, evaluate and report;
2.2.5. Coordinate the activities among the central public administration and local administration organizations in line with the Government’s policy and common goals. Provide integrated local development policy, local administrative organization, management and coordination of the Governor’s activities, and provide professional and methodological assistance to the Citizens’ Representatives Councils, provide legal assistance. Control and inspect the implementation of the aimag and capital city governors’ activities and consolidate their activities;
2.2.6 Improve the coherence of the public organizations’ activities, accelerate the information flow, promote public-private partnership and Government-civil society partnership by digitally transforming the Government operations;
2.2.7. Develop and approve the common service’s policy of the Cabinet Secretariat and its subordinate organizations, provide advice and support to its’ activities, and provide management and coordination.
2.3 Top priorities of the operation
Top priority of the Cabinet Secretariat is to promptly deliver high professional, expedient suggestion, and all round support to Prime Minister, and the Cabinet.
2.4 Strategic mission of the operation
The Cabinet Secretariat will execute the following tasks in the framework:
2.4.1 Develop the Government policy alternatives and decision drafts of the Government sessions. Coordinate and ensure coherence among the ministries and government agencies’ operations. Promptly provide expedient professional advisories and support on those matters.
2.4.2 Develop legislation and government resolution. Draft decisions to remove legislation duplications, gaps, breaches, and irregularities. Revise the legal basis of the Government Cabinet sessions decisions and formulate its contents. Provide advice, methodological support, information, and references to the management on those matters.
2.4.3. Provide consolidated management and coordination on planning and implementation of the long, medium, and short-term development policy documents at the national, sectoral, and intersectoral levels. Ensure coordination, coherence, and relationship among the development policy documents. Provide support for the establishment of development policy and planning system. Provide integrated management for megaprojects and programs, manage stakeholders, provide timely and prompt advice and supports;
2.4.4. Promptly provide high professional and expedient advisories and all-round support to the Prime Minister, Cabinet all levels of the Citizens representatives Councils and Governors on the united regional development policy, local governance. Provide professional and methodological support to Citizen’s Representative Councils, establish a favorable legal environment for its’ effective and stable operations.
2.4.5. Prepare, organize the Cabinet sessions, formalize the Cabinet decisions, document the Cabinet sessions processes, manage the documents and archives, endorse and control the stamp’s issuance to the relevant public organizations and officials.
Provide leadership on civil service human resource and public administration civil servants, promptly provide information and professional advisories to the management on those matters. Provide management and coordination for re-training and specialization of civil servants, manage research and analysis on civil service human resource management. Be responsible for the partnership with similar and other relevant organizations with the Secretariat;
2.4.6. Control the execution of the legislation, Government resolutions, conduct monitoring and evaluation on the policy, program implementation, provide recommendations to improve the impact and effectiveness of the projects. Conduct control, inspection, internal audit, make conclusion and recommendations to the public organizations and state-owned entities in the framework of the general budget portfolio managers;
2.4.7. Provide condition and support to the Prime Minister, Deputy Prime Minister, Chief Cabinet Secretary, and general budget portfolio manager to implement the budget legislation. Provide financial services, procurement, investment, and internal services and support;
2.4.8. Manage the ceremonies of the President, Parliamentary Speaker, and the Prime Minister and organize state ceremonial events;
2.4.9. Provide open and timely information to the public about the Government policies and activities. Manage public relations, draft Prime Minister’s speeches.
2.4.10. Organize the development of e-government and state information system and provide consolidated management, coordination, professional and methodological guidance;
2.4.11. Provide policy advice, services, and support to the Prime Minister;
2.4.12 Provide policy advice, services, and support to the Deputy Prime Minister.
2.5 Main objectives of the activities:
The Cabinet Secretariat will execute the following objectives included in each strategic mission.
2.5.1. Within the framework of the 1st strategic operational objectives:
2.5.1.1. Provide advisory and support on policy planning, management, and coordination of the finance, budget, banking, economy, nature, and environment, tourism, defense, disaster protection, gender, labor, social welfare sectors. Prepare issues to be discussed at the Government Cabinet sessions in compliance with relevant procedures, develop the Cabinet Secretariat proposals, provide advice and information to the management;
2.5.1.2 Provide advisory and support on policy planning, management, and coordination of the construction, urban development, road, transport development, mining, heavy industries, food, agriculture, light industries, energy, nuclear energy, state property, public procurement, specialized inspection, standard, metrology, fair competition, customer rights protection sectors. Prepare issues to be discussed at the Government Cabinet sessions in compliance with relevant procedures, develop the Cabinet Secretariat proposals, provide advice and information to the management;
2.5.1.3. Provide advisory and support on policy planning, management, and coordination of education, culture, science, public and professional sports, health care sectors. Prepare issues to be discussed at the Government Cabinet sessions in compliance with relevant procedures, develop the Cabinet Secretariat proposals, provide advice and information to the management;
2.5.1.4. Provide advisory and support on policy planning, management, and coordination of foreign affairs. Prepare issues to be discussed at the Government Cabinet sessions in compliance with relevant procedures, develop the Cabinet Secretariat proposals, provide advice and information to the management;
2.5.2. Within the framework of the 2nd strategic objectives of the operation:
2.5.2.1. Endorse the drafts to be discussed at the Government Cabinet sessions, develop the Cabinet Secretariat proposals, ensure that Government resolutions are made in compliance with the legislation.
2.5.2.2. Provide advisory and support on policy planning, management, and coordination of the justice and internal affairs sector. Prepare issues to be discussed at the Government Cabinet sessions in compliance with relevant procedures, develop the Cabinet Secretariat proposals, provide advice and information to the management;
2.5.2.3. Provide professional and methodological advisory on removing legislation duplications, gaps, breaches and irregularities, draft laws and regulations, and government resolutions.
2.5.2.4 Provide legal assistance other in-kind support on the implementation of government resolutions.
2.5.2.5. Represent the Government and the Cabinet Secretariat at the court and prosecutor.
2.5.3. Within the framework of the 3rd strategic objectives of the operation:
2.5.3.1. Coordinate the drafting of Mongolia’s long-term development policy, target development programs, five-year main directions for Mongolia’s development, Government action plans, and annual development plan; submit drafts to the State Great Hural and Government for approval.
2.5.3.2. Provide consolidated policy and coordination for planning and drafting of development policy documents, ensure coherence of central and local administrative organizations’ policy and coordinate policy implementation;
2.5.3.3 Provide management support for the Regional Development National Committee activities;
2.5.3.4. Coordinate the plan and development of legal and economic policy alternatives to attract foreign investment and protect the investors’ interests;
2.5.3.5 monitor the implementation of mega projects and programs, obtain information and presentations from relevant ministries, agencies, and organizations, analyze and develop proposals.
2.5.4. Within the framework of the 4th strategic objectives of the operation:
2.5.4.1. Provide advisory and all-round support on drafting laws and policies toward a consolidated policy for local development and local government administration.
2.5.4.2. Provide management and methodological advisory and all-round support on improving efficiency and performance of local self-governing bodies.
2.5.4.3. Provide administration and coordination to the activities of governors of capital city and provinces, and their offices. Provide advice and all-round support on the implementation of government policies and resolutions. Support local governments’ autonomy.
2.5.4.4. Provide advice and all-round support on making policy and its implementation for advancing administration and the territorial organization.
2.5.5 Within the framework of the 5th strategic objectives of the operation:
2.5.5.1. Organize the Government cabinet sessions, prepare equipment and ensure technical readiness, document and formalize the Cabinet decisions and Cabinet session meeting minutes, deliver the resolutions to relevant organizations and officials;
2.5.5.2. Draft and submit for approval of the Performance action plan of the Cabinet Secretariat, organize activities to implement legislation on the regulation of public and personal interests in public service and prevention of corruption and conflict of interest;
2.5.5.3. Provide leadership on civil service human resources and public administration. Monitor whether the candidate for the position to be appointed by the Government meets the requirements outlined in the law, provide information and advice to the relevant officials and be responsible for resolving the issues of appointment and dismissal, prepare issues to be discussed at the Government Cabinet sessions in compliance with relevant procedures.
2.5.5.4. Promptly provide information and professional advisories to the management and coordination of the re-training and specialization of civil servants. Be responsible for nomination for the highest state award, ensure working conditions, health services, and social security, awards, bonuses, training, and information of the organization’s employees;
2.5.5.5. Manage and apply the civil service human resource database, conduct research and development on civil service human resource management, determine the needs and requirements for the transfer and rotation of civil servants in ministries, agencies, and local administrations, compile a database and develop proposals and recommendations;
2.5.5.6. Develop the partnership with similar and other relevant organizations, organize and document meetings and events;
2.5.5.7. Organize and monitor the storage and protection of state and official secrets in the Cabinet meeting and the Secretariat, conduct record keeping and archival activities, provide advice and support on archives, secrets, and record-keeping, and provide information and inquiries.
Arrange cabinet sessions, and provide technical preparation. Formalize cabinet resolutions and protocols of the sessions.
2.5.5.8. Endorse, control, and register the issuance of the stamp to the relevant public organizations and officials and stamp the documents of the Government and Cabinet Secretariat.
2.5.5.9.Develop and approve the common service’s policy of the Secretariat and its subordinate organizations, provide management and coordination, be in charge of Government emergency dispatcher services, provide advice and support to the management of the Secretariat.
2.5.6. Within the framework of the 6th strategic objectives of the operation:
2.5.6.1 Conduct monitoring and inspection on the implementation of legislation and Government resolutions, issue conclusions, and recommendations, supports, control the relevant articles of the legislation and Government resolutions, report implementation.
2.5.6.2 Control the performance, conduct monitoring, and evaluation, issue conclusions, and recommendations provide professional and methodological advice and support on the implementation of Mongolia’s long-term development policy, target development plans, main directions for the five-year development of Mongolia, Government action plan, annual development plan, projects, and other activities. Conduct monitoring and analysis on its procedure, and give evaluation;
2.5.6.3 Conduct monitoring and consolidated evaluation, conclude the activities of the ministries, agencies, and the Governors’ offices.
2.5.6.4 Conduct financial inspection, internal audit, conclusion, recommendations, and support on the performance of state-owned enterprises under the jurisdiction of portfolio ministers.
2.5.6.5. Manage the activities of the “Citizens and Public Relations call center-1111”, summarize and report on the implementation and results of the resolution of citizens’ petitions, complaints, grievance, suggestions, and requests according to the legislation.
2.5.7. Within the framework of the 7th strategic objectives of the operation:
2.5.7.1. Plan, disburse and report the budget proposal and investment, support external audit, organize procurement and maintenance of glass accounts of the general budget portfolio managers according to the relevant legislation;
2.5.7.2. Be in charge of the property of the Secretariat and to perform internal services;
2.5.8. Within the framework of the 8th strategic objectives of the operation:
2.5.8.2. Carry out formal ceremonial events of the President, Parliament Speaker, and the Prime Minister.
2.5.8.2. Carry out state ceremonies and public holidays, celebrations and anniversaries, highest state awards, conferring titles, and expressing condolences and mourning in compliance with relevant procedures.
2.5.9. Within the framework of the 9th strategic objectives of the operation:
2.5.9.1. Organize and implement activities to enable open and prompt information access to the public about Government policies, activities of the Government and the Prime Minister, and communicate with the media and the public, conduct public relations activities;
2.5.9.2 Analyze media reports and releases related to the Government and the Prime Minister, and provide information to the Prime Minister and the Chief Cabinet Secretary;
2.5.9.3 Draft the Prime Minister’s speeches for the plenary sessions of the State Great Hural and other events.
2.5.10. Within the framework of the 10th strategic objectives of the operation:
2.5.10.1. Provide “e-Nation” measures with consolidated policy planning, professional, methodological, technological solutions, and management to create conditions for prompt, responsible, and accessible delivery of e-government services to the citizens;
2.5.10.2. Provide professional and methodological advice and support to improve the state information system and its’ equipment, and develop and implement policies, plans, and projects for the development of websites of state organizations;
2.5.10.3. Organize the digital transformation of public services, introduce the electronic system for maintenance of resolutions, decisions, tasks, official records, exchange of official letters, petitions, grievance, and complaints;
2.5.10.4. Expand and develop the internal information system, website, and local area network of the Government and the Secretariat, and to ensure their prompt and reliable operation.
2.5.11. Within the framework of the 11th strategic objectives of the operation:
2.5.11.1. Provide research-based information, policy advice, and support to the Prime Minister in exercising his/ her powers;
2.5.11.2. Provide daily services and support to the Prime Minister.
2.5.12. Within the framework of the 12th strategic objectives of the operation:
2.5.12.1. Provide advice and support to the Deputy Prime Minister aimed at exercising his/ her powers and coherently coordinating the policies and activities of the affiliated agencies;
2.6 Operation objective
Under the main objectives of Cabinet Secretariat, identify operation objectives toward to implement main objectives. Also it should be reflected in strategic operations of organization’s structural entities, and each job descriptions.
