The Civil Service Council is the central agency of the civil service, operating under the collegial principle. It is an independent and autonomous organization responsible for ensuring and implementing unified standards for civil servants nationwide, reporting its activities to the State Great Khural (Parliament).
On December 30, 1994, the State Great Khural (Parliament) enacted the "Law on Civil Service of Mongolia," which was officially implemented on June 1, 1995. With the implementation of this law, the central civil service organization, the "Civil Service Council," commenced its activities.
Our organization operated under the name "Civil Service Administration Council" from 1995 to 2002, fulfilling several key functions. These included managing the issues of civil servants working in central and local administrative bodies, ensuring the implementation of civil service laws and regulations, upholding the principle of justice within the civil service, resolving disputes, providing evaluations for appointments to senior civil service positions, establishing integrated database and statistical reporting, organizing professional examinations for the civil service, assessing the performance and professional level of civil servants, and overseeing training and development activities through methodological guidance.
In June 2002, the State Great Khural (Parliament) adopted revised versions of the "Law on Management and Financing of Budgetary Organizations" and the "Law on Civil Service." As a result, the "Civil Service Administration Council" was restructured and renamed as the "Civil Service Council," leading to an expansion and enhancement of its functions and activities.
Former President of Mongolia, Enkhbayar.N, initiated and developed a draft law to amend and revise the "Civil service law," which was approved by the State Great Khural (Parliament) on May 6, 2008. This legislation significantly expanded the authority and scope of operations of the central civil service organization, playing a pivotal role in accelerating the process of civil service reform in Mongolia.
With the amendments to the "Law on Civil Service," the responsibilities of the Civil Service Council were redefined and expanded. The Council now implements the principle of justice within the civil service, oversees the enforcement of civil service laws and regulations, provides professional and methodological guidance, monitors and ensures the implementation of standards governing the operations of state organizations, addresses violations, oversees performance, resolves disputes, and files lawsuits on behalf of the state to recover damages caused to the state by the wrongful actions of officials.
Article 34.3 of the "Civil service law" states that "The Civil Service Council shall operate under the principle of collegiality and shall consist of seven members, of whom three shall be full-time members and four shall be part-time members."
In accordance with this provision, in 1995, the following individuals were nominated as full-time members of the Council: SHAANDAR Khaltar from the Secretariat of the State Great Khural, LINGOV Lamzav from the Cabinet Secretariat, and CHADRAABAL Namjildoo from the General Council of Judicial. After being discussed in a session of the State Great Khural, these nominees were officially appointed as full-time members of the Civil Service Administration Council by Resolution No. 62 of the State Great Khural on July 3, 1995. LINGOV Lamzav was appointed as the Chairperson of the Council by Resolution No. 61 of the State Great Khural on July 4, 1995.
The first non-permanent members of the Civil Service Administration Council were Enkhsaikhan.M, Chief of Staff of the Office of the President of Mongolia; Rinchindorj.N, Secretary-General of the Secretariat of the State Great Khural; Banzragch.S, Chief of the Cabinet Secretariat; and Dashnyam.Ch, Secretary of the General Judicial Council.
The non-permanent members of the Civil Service Council at that time included B. Ochirbat, Deputy Chief of Staff of the Office of the President of Mongolia; B. Choijilsüren, Ch. Sainbileg; N. Luvsanjav, Secretary-General of the Secretariat of the State Great Khural; Khangai.L, First Deputy Chief of the Cabinet Secretariat; Sukhbaatar.J; and Ganbayar.N, Executive Secretary of the General Council of Judicial.
The non-permanent members of the Civil Service Council at that time included Ochirbat.B, Deputy Chief of Staff of the Office of the President of Mongolia; Choijilsuren.B, Sainbileg.Ch; Luvsanjav.N, Secretary-General of the Secretariat of the State Great Khural; Khangai.L, First Deputy Chief of the Cabinet Secretariat; Sukhbaatar.J; and Ganbayar.N, Executive Secretary of the General Council of Judicial.
The leadership composition of the Civil Service Council was renewed in 2013. TSOGOO Baltav was nominated by the Office of the President of Mongolia, DAVAA-OCHIR Davaanyam was nominated by the Secretariat of the State Great Khural, and Togmidyn Khadkhuu was nominated by the Cabinet Secretariat. By Resolution No.04 of the State Great Khural on January 10, 2013, TSOGOO Baltav was appointed as the Chairperson of the Council, while DAVAA-OCHIR Davaanyam and KHADKHUU Togmid were appointed as full-time members.
The non-permanent members of the Civil Service Council included Boldbaatar.B, Secretary-General of the Secretariat of the State Great Khural; Solongo.Sh, first Deputy Chief of the Cabinet Secretariat; Sainbileg.Ch, Deputy Chief Staff of the Office of the President of Mongolia; and Mendsaikhan.T, Executive Secretary of the General Council of Judicial.
In 2016, the leadership composition of the Civil Service Council was changed. By Resolution No. 25 of the State Great Khural on August 3, 2016, BAATARZORIG Baldan and TSEDENDAMBA Samdan were appointed as full-time members.
The non-permanent members of the Civil Service Council included Ts. Tsolmon, Secretary-General of the Secretariat of the State Great Khural; Solongo.Sh first Deputy Chief of the Cabinet Secretariat; Nergui.B, Deputy Chief Staff of the Office of the President of Mongolia (until October 2, 2017), and Baigalmaa.G (from December 1, 2017); and Mendsaikhan.T Executive Secretary of the General Council of Judicial.
